Aircraft X swbound FL200 took handoff from R17 up to FL230. Aircraft X advised he could maintain 2500 FPM in the climb, told to report leaving FL210. A departure went off before I received the report.

Narrative: ACFT X SWBOUND FL200 TOOK HDOF FROM R17 UP TO FL230. ACFT X ADVISED HE COULD MAINTAIN 2500 FPM IN THE CLB, TOLD TO RPT LEAVING FL210. A DEP WENT OFF BEFORE I RECEIVED THE RPT.
