Narrative:

I departed oxb approximately XA30 local time and contacted flight following. I advised that I was en route to W32 and that I had an frz flight plan on file with leesburg FSS to enter the ADIZ. I asked if they could check to make sure approach could locate the flight plan, so when I arrive at whino intersection I would be able to continue into the ADIZ and on to W32. Approach advised that the flight plan was located and directed me to proceed to whino. As I approached whino intersection approach handed me off to approach. I received a discrete transponder squawk and was directed to proceed as filed. I was still at 4500 ft MSL. At about 20 NM southeast of W32, I asked if I could start down. I was cleared to 2500 ft. As I reached 2500 ft I heard a loud buzzing noise in my headset and #2 radio and all other avionics shut down. My #1 radio began flashing on and off. I was approximately 15 mi from W32. I broadcasted in the blind that I had a total electrical failure and was declaring an emergency and that I had W32 in sight. I immediately performed an emergency landing gear extension and proceeded on 45 degree right base to runway 5 at W32 onto final and landed. Upon landing I called FSS and advised what had happened and I was given a number to call TRACON. I did and they told me that they thought it had an electrical failure. I did not comply with the established procedure because I was experiencing an emergency and I had W32 in sight. I did not think I was safe or prudent to turn around and exit the ADIZ. Title: A C310 ON AN ADIZ FLT PLAN EXPERIENCED A TOTAL ELECTRICAL COMS FAILURE AND PROCEEDED TO THE DEST ARPT NORDO.

Narrative: I DEPARTED OXB APPROX XA30 LCL TIME AND CONTACTED FLT FOLLOWING. I ADVISED THAT I WAS ENRTE TO W32 AND THAT I HAD AN FRZ FLT PLAN ON FILE WITH LEESBURG FSS TO ENTER THE ADIZ. I ASKED IF THEY COULD CHK TO MAKE SURE APCH COULD LOCATE THE FLT PLAN, SO WHEN I ARRIVE AT WHINO INTXN I WOULD BE ABLE TO CONTINUE INTO THE ADIZ AND ON TO W32. APCH ADVISED THAT THE FLT PLAN WAS LOCATED AND DIRECTED ME TO PROCEED TO WHINO. AS I APCHED WHINO INTXN APCH HANDED ME OFF TO APCH. I RECEIVED A DISCRETE XPONDER SQUAWK AND WAS DIRECTED TO PROCEED AS FILED. I WAS STILL AT 4500 FT MSL. AT ABOUT 20 NM SE OF W32, I ASKED IF I COULD START DOWN. I WAS CLRED TO 2500 FT. AS I REACHED 2500 FT I HEARD A LOUD BUZZING NOISE IN MY HEADSET AND #2 RADIO AND ALL OTHER AVIONICS SHUT DOWN. MY #1 RADIO BEGAN FLASHING ON AND OFF. I WAS APPROX 15 MI FROM W32. I BROADCASTED IN THE BLIND THAT I HAD A TOTAL ELECTRICAL FAILURE AND WAS DECLARING AN EMER AND THAT I HAD W32 IN SIGHT. I IMMEDIATELY PERFORMED AN EMER LNDG GEAR EXTENSION AND PROCEEDED ON 45 DEG R BASE TO RWY 5 AT W32 ONTO FINAL AND LANDED. UPON LNDG I CALLED FSS AND ADVISED WHAT HAD HAPPENED AND I WAS GIVEN A NUMBER TO CALL TRACON. I DID AND THEY TOLD ME THAT THEY THOUGHT IT HAD AN ELECTRICAL FAILURE. I DID NOT COMPLY WITH THE ESTABLISHED PROC BECAUSE I WAS EXPERIENCING AN EMER AND I HAD W32 IN SIGHT. I DID NOT THINK I WAS SAFE OR PRUDENT TO TURN AROUND AND EXIT THE ADIZ.
