Narrative:

Air carrier #2 was level at FL220. Air carrier #1 was at FL230 sebound. Air carrier #1 was northbound. The radar controller thought air carrier #2 was behind air carrier #1 when he descended air carrier #1 from FL230 to FL200. Supplemental information from acn 632564: I descended air carrier #1 through air carrier #2, believing that I would have lateral separation the whole time. When I realized that I didn't have it, I issued turns and expedited the descent, followed by a request for a report.
