Narrative:

In apr/2004 I signed off on a propeller strike for an O-320 lycoming engine after repairing it. I am informing you that the crankshaft gear described by airworthiness directive 91-14-22 may have been complied with improperly and the original reinstalled cylinders may be for the wrong horsepower rating. The crankshaft gear may not have the correct scalloping. The gear was inspected, repaired and yellow tagged by contract maintenance and assumed to be airworthy without further inspection. The cylinders are the original cylinders removed and reinstalled. The cylinders may be 150 hp cylinders. The model number of the engine calls the 160 hp cylinders. If this is so, the cylinders were originally installed by a previous mechanic and inadvertently reinstalled per the owner's request. Callback conversation with reporter revealed the following information: the reporter stated the report was sent in to protect his license as we're dealing with an alleged crook. The reporter said this individual uses 2 names and has been caught falsifying paperwork relating to the aircraft. The reporter stated that payment of work accomplished is always a problem with timely payment. The reporter said the crankshaft gear was sent to an engine rebuild and inspection shop where it was inspected and returned with a svcable tag. The reporter stated the cylinders were previously installed by another shop technician by the owner's request are rated at 150 hp and the model number of the engine requires 160 hp.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE RPT WAS SENT IN TO PROTECT HIS LICENSE AS WE'RE DEALING WITH AN ALLEGED CROOK. THE RPTR SAID THIS INDIVIDUAL USES 2 NAMES AND HAS BEEN CAUGHT FALSIFYING PAPERWORK RELATING TO THE ACFT. THE RPTR STATED THAT PAYMENT OF WORK ACCOMPLISHED IS ALWAYS A PROB WITH TIMELY PAYMENT. THE RPTR SAID THE CRANKSHAFT GEAR WAS SENT TO AN ENG REBUILD AND INSPECTION SHOP WHERE IT WAS INSPECTED AND RETURNED WITH A SVCABLE TAG. THE RPTR STATED THE CYLINDERS WERE PREVIOUSLY INSTALLED BY ANOTHER SHOP TECHNICIAN BY THE OWNER'S REQUEST ARE RATED AT 150 HP AND THE MODEL NUMBER OF THE ENG REQUIRES 160 HP.
