DO328 descended and just leveled at 9000 ft. MD80 was a departure climbing to and just about to level at 8000 ft. DO328 advised 'responding to RA.' I issued traffic 10 O'clock position, 2 mi, leveling 8000 ft eastbound. The DO328 descended toward the traffic then leveled above traffic. Mode C showed DO328 at 8600 ft pilot advised 8800 ft.
