Narrative:

Crew reported, captain airspeed indicator vmo needle inoperative in-flight. Contract maintenance inspection, fault troubleshoot to #1 CADC (central air data computer). Component 'right/right' with company parts sent from ZZZ1. Part was changed with reference to maintenance manual. CADC flags and values verified by maintenance manual. Aircraft was downgraded and tracking xferred to log page, due work accomplished by non-lwmp (lower WX minimum performance, autoland qualification) mechanic. Aircraft has quick disconnects installed and leak check not required per MM. Inspection requirements per gpm (general procedure manual) policy not required per exclusionary note under air traffic area item 34 page 4. Verbal information to me is that the gpm reference used is being interpreted by others as an inclusion rather than exclusion for items involvement when opening a quick disconnect configured system. My background or history with this gpm process and understanding for the intent of the quick disconnect statement was that it was added to provide an exclusion to requiring and leak check on components with the quick disconnects installed.
