Narrative:
Yankee block active overhead jfk. Air carrier X issued clearance direct to newes, cross newes at FL260. Read back cross newes at FL240. Read back missed, entered military block airspace within 5 mi of newes. Supplemental information from acn 629354: the previous controller gave a crossing restr that is used all the time. The problem this time is that I missed the check on. Since there was a military cap over new york city, the normal restr caused the aircraft to penetrate the military cap. Supplemental information from acn 629353: radar controller tried too late to stop the aircraft's descent.

Title: ZNY CTLR FAILS TO CATCH INCORRECT READBACK RESULTING IN RESTR AIRSPACE ENTRY.
Narrative: YANKEE BLOCK ACTIVE OVERHEAD JFK. ACR X ISSUED CLRNC DIRECT TO NEWES, CROSS NEWES AT FL260. READ BACK CROSS NEWES AT FL240. READ BACK MISSED, ENTERED MIL BLOCK AIRSPACE WITHIN 5 MI OF NEWES. SUPPLEMENTAL INFO FROM ACN 629354: THE PREVIOUS CTLR GAVE A XING RESTR THAT IS USED ALL THE TIME. THE PROB THIS TIME IS THAT I MISSED THE CHK ON. SINCE THERE WAS A MIL CAP OVER NEW YORK CITY, THE NORMAL RESTR CAUSED THE ACFT TO PENETRATE THE MIL CAP. SUPPLEMENTAL INFO FROM ACN 629353: RADAR CTLR TRIED TOO LATE TO STOP THE ACFT'S DSCNT.
