Narrative:

BE33 on practice approach, E145 departing runway 31 20 seconds after the E145 was cleared (runway 13), BE33 reported starting his turn to circle to runway 31. BE33 was told to expect right base, circling to the east, the E145 was given a westerly turn on departure. BE33 started turning to west instead of east. Due to the short amount of time elapsing after BE33 started circling, and E145 becoming airborne, there was no time to correct his (BE33) circle as he was already west and below traffic climbing (E145). When traffic was reiterated to BE33 (he had been told of traffic climbing turning wbound before E145 was cleared) he said he had traffic off to his left. E145 reported an RA alert and he was going to file paperwork. E145 was also told of BE33 on approach and that this traffic would be turning east. I reported to supervisor on duty that E145 had received an RA. I have not been afforded an opportunity to view the radar data at this time but did hear the tapes. Horizontal and vertical amounts were given to me by who had seen the radar data.

Narrative: BE33 ON PRACTICE APCH, E145 DEPARTING RWY 31 20 SECONDS AFTER THE E145 WAS CLRED (RWY 13), BE33 RPTED STARTING HIS TURN TO CIRCLE TO RWY 31. BE33 WAS TOLD TO EXPECT R BASE, CIRCLING TO THE E, THE E145 WAS GIVEN A WESTERLY TURN ON DEP. BE33 STARTED TURNING TO W INSTEAD OF E. DUE TO THE SHORT AMOUNT OF TIME ELAPSING AFTER BE33 STARTED CIRCLING, AND E145 BECOMING AIRBORNE, THERE WAS NO TIME TO CORRECT HIS (BE33) CIRCLE AS HE WAS ALREADY W AND BELOW TFC CLBING (E145). WHEN TFC WAS REITERATED TO BE33 (HE HAD BEEN TOLD OF TFC CLBING TURNING WBOUND BEFORE E145 WAS CLRED) HE SAID HE HAD TFC OFF TO HIS L. E145 RPTED AN RA ALERT AND HE WAS GOING TO FILE PAPERWORK. E145 WAS ALSO TOLD OF BE33 ON APCH AND THAT THIS TFC WOULD BE TURNING E. I RPTED TO SUPVR ON DUTY THAT E145 HAD RECEIVED AN RA. I HAVE NOT BEEN AFFORDED AN OPPORTUNITY TO VIEW THE RADAR DATA AT THIS TIME BUT DID HEAR THE TAPES. HORIZ AND VERT AMOUNTS WERE GIVEN TO ME BY WHO HAD SEEN THE RADAR DATA.
