Msp using prm approachs. The captain refused the prm. ZMP took us off the eau arrival and took us approximately 100 NM north to hold us for approximately 40 mins. We only had enough fuel for 1 turn in the hold and advised msp of that fact. We had to divert to rst for more fuel and continue on to msp. At the time of the diversion msp was VFR. The captain believed that this was a safety related issue.
