Narrative:

I was working a sector with a procedure where the next sector has control for descent on contact in the northeast corner. I had the B737 on a vector for spacing to phl and cleared back direct to ott and xferred communications to the next sector. I had climbed the regional jet to FL280. The next sector descended the B737 to FL280 while still less than 5 mi from crj. In my opinion, this 'control for descent' is a poor procedure.

I HAD THE B737 ON A VECTOR FOR SPACING TO PHL AND CLRED BACK DIRECT TO OTT AND XFERRED COMS TO THE NEXT SECTOR. I HAD CLBED THE REGIONAL JET TO FL280. THE NEXT SECTOR DSNDED THE B737 TO FL280 WHILE STILL LESS THAN 5 MI FROM CRJ. IN MY OPINION, THIS 'CTL FOR DSCNT' IS A POOR PROC.
