Narrative:
Technician had called to defer 2 static wicks missing from r-hand stabilizer trailing edge. I asked if it was on the winglet and if we had one left on the tip. Technician confirmed both. I missed the note regarding that it must have 2 on each. I counted the #14 and #12.

Title: A B737-700 WAS DISPATCHED IN NON COMPLIANCE WITH 2 STATIC DISCHARGERS MISSING FROM THE R STABILIZER TRAILING EDGE.
Narrative: TECHNICIAN HAD CALLED TO DEFER 2 STATIC WICKS MISSING FROM R-HAND STABILIZER TRAILING EDGE. I ASKED IF IT WAS ON THE WINGLET AND IF WE HAD ONE LEFT ON THE TIP. TECHNICIAN CONFIRMED BOTH. I MISSED THE NOTE REGARDING THAT IT MUST HAVE 2 ON EACH. I COUNTED THE #14 AND #12.
