Narrative:

Pilot called line maintenance at push time to inform that 2 static discharge wicks (adjacent) were missing from the r-hand horizontal stabilizer, outboard of elevator. I found this to be correct and contacted ZZZ maintenance control who instructed me to cdl 23-60-01 and I complied, completed paperwork and the aircraft was dispatched. The problem with this issue was discovered by another crew later in the day and brought up on return to the static wicks were replaced and the cdl (confign deviation list) was cleared. Aircraft was allowed to continue its service day. My purpose for writing this was not only to evaluate my mistake but to clarify the cdl description in the MEL/cdl manual to be less confusing to all. The problem is there can't be 2 static wicks missing adjacent to each other, on the same control surface.

Title: A B737-700 WAS DISPATCHED IN NON COMPLIANCE WITH 2 ADJACENT STATIC WICKS MISSING ON THE SAME CTL SURFACE.

Narrative: PLT CALLED LINE MAINT AT PUSH TIME TO INFORM THAT 2 STATIC DISCHARGE WICKS (ADJACENT) WERE MISSING FROM THE R-HAND HORIZ STABILIZER, OUTBOARD OF ELEVATOR. THE PROB WITH THIS ISSUE WAS DISCOVERED BY ANOTHER CREW LATER IN THE DAY AND BROUGHT UP ON RETURN TO THE STATIC WICKS WERE REPLACED AND THE CDL (CONFIGN DEV LIST) WAS CLRED. ACFT WAS ALLOWED TO CONTINUE ITS SVC DAY. MY PURPOSE FOR WRITING THIS WAS NOT ONLY TO EVALUATE MY MISTAKE BUT TO CLARIFY THE CDL DESCRIPTION IN THE MEL/CDL MANUAL TO BE LESS CONFUSING TO ALL. THE PROB IS THERE CAN'T BE 2 STATIC WICKS MISSING ADJACENT TO EACH OTHER, ON THE SAME CTL SURFACE.
