Narrative:
On jul/thu/04, ramp pulled aircraft X out of the hangar and put it on the ramp so I could do a leak check of hydraulic pump and taxi the aircraft to the compass rose to do a compass check. I started the #2 engine and ran it at idle for about 10 mins while mr X did the leak check. I sat in the left seat and held the brakes and advanced the throttle to about 45% north, RPM for about 10-15 seconds. After about 5 more mins of the aircraft running at idle I had mr X situation in the right seat and hold the brakes with the #2 engine at idle so I could close the door. After I closed the door, I began to taxi, I took my feet off of the brakes and slightly moved the throttle as soon as I felt the aircraft move slightly (roll). I did a brake check, again, right/left brake lights came on and I felt the aircraft stop. I bumped the throttle up very slightly until it again began to roll, then I pulled the throttle back to idle and tried to turn the aircraft. It did not respond so I applied the brakes, but it still did not stop. By the time I pulled the emergency brake we had already hit the C172, I then shut down the engine and APU.

Title: DURING TAXI THE BRAKES AND NOSE STEERING FAILED FOR A FAZO. ACFT STRUCK A PARKED C172. CAUSE OF BRAKE AND NOSE STEERING FAILURE UNKNOWN.
Narrative: ON JUL/THU/04, RAMP PULLED ACFT X OUT OF THE HANGAR AND PUT IT ON THE RAMP SO I COULD DO A LEAK CHK OF HYD PUMP AND TAXI THE ACFT TO THE COMPASS ROSE TO DO A COMPASS CHK. I STARTED THE #2 ENG AND RAN IT AT IDLE FOR ABOUT 10 MINS WHILE MR X DID THE LEAK CHK. I SAT IN THE L SEAT AND HELD THE BRAKES AND ADVANCED THE THROTTLE TO ABOUT 45% N, RPM FOR ABOUT 10-15 SECONDS. AFTER ABOUT 5 MORE MINS OF THE ACFT RUNNING AT IDLE I HAD MR X SIT IN THE R SEAT AND HOLD THE BRAKES WITH THE #2 ENG AT IDLE SO I COULD CLOSE THE DOOR. AFTER I CLOSED THE DOOR, I BEGAN TO TAXI, I TOOK MY FEET OFF OF THE BRAKES AND SLIGHTLY MOVED THE THROTTLE AS SOON AS I FELT THE ACFT MOVE SLIGHTLY (ROLL). I DID A BRAKE CHK, AGAIN, R/L BRAKE LIGHTS CAME ON AND I FELT THE ACFT STOP. I BUMPED THE THROTTLE UP VERY SLIGHTLY UNTIL IT AGAIN BEGAN TO ROLL, THEN I PULLED THE THROTTLE BACK TO IDLE AND TRIED TO TURN THE ACFT. IT DID NOT RESPOND SO I APPLIED THE BRAKES, BUT IT STILL DID NOT STOP. BY THE TIME I PULLED THE EMER BRAKE WE HAD ALREADY HIT THE C172, I THEN SHUT DOWN THE ENG AND APU.
