Narrative:

The night of jul/wed/04, I was working local control. There were about 40 departures waiting to go at the runway (9L), several at runway 17, and runway 8 also. The supervisor approached me and said 'make a blanket broadcast to any aircraft holding short of taxiway K5.' I asked him if the aircraft was on taxiway J or taxiway K. He responded 'I don't know.' he asked the ground controller who responded 'I don't know either.' this created a very chaotic situation. I needed to make several xmissions to identify who this aircraft was. Bottom line: there were aircraft on the movement area that for several mins could not be idented.
