Narrative:

I was setting up to land during a civil air patrol training sarex, I entered the pattern on a 45 degree. I put my gear down and put 10% flaps. I then turned base leg, and attempted to put 20% flaps, they no longer worked. I went ahead and landed with 10% flaps. Due to a direct 90 degree crosswind, as I was back taxiing on runway 19, I set the flap switch on '0' and then realized the breaker had popped out. Being on the ground, I reset it. It's at that time the damage occurred. The electric arm pulled the flaps up to '0' position and buckled the left side flap and jamming the aileron.

I THEN TURNED BASE LEG, AND ATTEMPTED TO PUT 20% FLAPS, THEY NO LONGER WORKED. I WENT AHEAD AND LANDED WITH 10% FLAPS. DUE TO A DIRECT 90 DEG XWIND, AS I WAS BACK TAXIING ON RWY 19, I SET THE FLAP SWITCH ON '0' AND THEN REALIZED THE BREAKER HAD POPPED OUT. BEING ON THE GND, I RESET IT. IT'S AT THAT TIME THE DAMAGE OCCURRED. THE ELECTRIC ARM PULLED THE FLAPS UP TO '0' POS AND BUCKLED THE L SIDE FLAP AND JAMMING THE AILERON.
