Narrative:

Pensacola south MOA has a high block (18000-23000 ft) for us when pensacola approach can approve it. The T2's want the high block all of the time and this blocks the inbound aircraft from starting their descent until over the npa airport. When the T2's are told unable they keep asking and blocking other aircraft on the frequency. The MOA is not charted for this use.
