Narrative:
Was working local control on a busy swap event during IFR conditions. I cleared an air carrier for takeoff and said aircraft advised there was an aircraft crossing the runway. I then cancelled the aircraft's takeoff clearance. Supplemental information from acn 624224: aircraft #1 was cleared for takeoff by another controller. Aircraft #2 was under my control crossing the active departure runway. Local control cancelled the takeoff clearance when aircraft #1 said aircraft were crossing the runway.

Title: PHL ATCT LCL CTLR CLRS AN ACR FOR TKOF AND WAS ADVISED BY THE CREW THAT AN ACR WAS XING THE RWY.
Narrative: WAS WORKING LCL CTL ON A BUSY SWAP EVENT DURING IFR CONDITIONS. I CLRED AN ACR FOR TKOF AND SAID ACFT ADVISED THERE WAS AN ACFT XING THE RWY. I THEN CANCELLED THE ACFT'S TKOF CLRNC. SUPPLEMENTAL INFO FROM ACN 624224: ACFT #1 WAS CLRED FOR TKOF BY ANOTHER CTLR. ACFT #2 WAS UNDER MY CTL XING THE ACTIVE DEP RWY. LCL CTL CANCELLED THE TKOF CLRNC WHEN ACFT #1 SAID ACFT WERE XING THE RWY.
