Narrative:

On jun/sun/04, preparing to leave ful, I asked for clearance to taxi from FBO with the current ATIS. I was instructed to 'taxi to runway 24.' as I taxied away from FBO along taxiway a between taxiway F and taxiway east, I observed landing traffic on runway 24. As I approached taxiway east, I observed the landing traffic turn off runway 24 to taxiway F. I also observed approaching traffic on final to runway 24. Recalling instructions from the previous day, and recalling instruction from my CFI that clearance to a runway absent hold short instructions included clearance to cross intersecting runways, and observing that I could safely cross runway 24/6 ahead of traffic on final, I crossed runway 24/6 at taxiway east for taxiway B as I had been instructed to do the previous day with progressive instructions. The tower immediately asked 'aircraft X, where do you think you are going?' I answered that I'd been cleared to runway 24, and that such clearance would include clearance across intersecting runways. Tower replied, 'that's a big negative aircraft Y.' I replied that if that was so, it was my mistake and offered an apology. After completing my flight, I looked up taxi instructions in the aim. I was distressed to learn that although 4-3-18(a)5 does specify that a clearance to taxi to a specific runway does include clearance to cross all intersecting runways, it specifically excepts the assigned runway. This was my mistake due to inexperience and a misunderstanding of the rules to cross intersecting runways but not the assigned runway this is a mistake I am not likely to repeat. I might suggest, however, that given the intermittent taxiway on the south side of runway 24/6 at ful, tower instructions should include hold short instructions for runway 24/6, since the best way to taxi to runway 24 is to cross runway 24/6 to taxiway B.

Title: PLT MISTAKENLY CROSSES A RWY AT FUL THAT HE WAS CLRED TO RESULTING IN A RWY INCURSION.

Narrative: ON JUN/SUN/04, PREPARING TO LEAVE FUL, I ASKED FOR CLRNC TO TAXI FROM FBO WITH THE CURRENT ATIS. I WAS INSTRUCTED TO 'TAXI TO RWY 24.' AS I TAXIED AWAY FROM FBO ALONG TXWY A BTWN TXWY F AND TXWY E, I OBSERVED LNDG TFC ON RWY 24. AS I APCHED TXWY E, I OBSERVED THE LNDG TFC TURN OFF RWY 24 TO TXWY F. I ALSO OBSERVED APCHING TFC ON FINAL TO RWY 24. RECALLING INSTRUCTIONS FROM THE PREVIOUS DAY, AND RECALLING INSTRUCTION FROM MY CFI THAT CLRNC TO A RWY ABSENT HOLD SHORT INSTRUCTIONS INCLUDED CLRNC TO CROSS INTERSECTING RWYS, AND OBSERVING THAT I COULD SAFELY CROSS RWY 24/6 AHEAD OF TFC ON FINAL, I CROSSED RWY 24/6 AT TXWY E FOR TXWY B AS I HAD BEEN INSTRUCTED TO DO THE PREVIOUS DAY WITH PROGRESSIVE INSTRUCTIONS. THE TWR IMMEDIATELY ASKED 'ACFT X, WHERE DO YOU THINK YOU ARE GOING?' I ANSWERED THAT I'D BEEN CLRED TO RWY 24, AND THAT SUCH CLRNC WOULD INCLUDE CLRNC ACROSS INTERSECTING RWYS. TWR REPLIED, 'THAT'S A BIG NEGATIVE ACFT Y.' I REPLIED THAT IF THAT WAS SO, IT WAS MY MISTAKE AND OFFERED AN APOLOGY. AFTER COMPLETING MY FLT, I LOOKED UP TAXI INSTRUCTIONS IN THE AIM. I WAS DISTRESSED TO LEARN THAT ALTHOUGH 4-3-18(A)5 DOES SPECIFY THAT A CLRNC TO TAXI TO A SPECIFIC RWY DOES INCLUDE CLRNC TO CROSS ALL INTERSECTING RWYS, IT SPECIFICALLY EXCEPTS THE ASSIGNED RWY. THIS WAS MY MISTAKE DUE TO INEXPERIENCE AND A MISUNDERSTANDING OF THE RULES TO CROSS INTERSECTING RWYS BUT NOT THE ASSIGNED RWY THIS IS A MISTAKE I AM NOT LIKELY TO REPEAT. I MIGHT SUGGEST, HOWEVER, THAT GIVEN THE INTERMITTENT TXWY ON THE S SIDE OF RWY 24/6 AT FUL, TWR INSTRUCTIONS SHOULD INCLUDE HOLD SHORT INSTRUCTIONS FOR RWY 24/6, SINCE THE BEST WAY TO TAXI TO RWY 24 IS TO CROSS RWY 24/6 TO TXWY B.
