We were cleared across runway 14 on taxiway F. We asked ground to repeat. Ground confirmed crossing clearance. As we started to cross we noted a C182 on departure roll. We stopped the aircraft short of the runway.

Narrative: WE WERE CLRED ACROSS RWY 14 ON TXWY F. WE ASKED GND TO REPEAT. GND CONFIRMED XING CLRNC. AS WE STARTED TO CROSS WE NOTED A C182 ON DEP ROLL. WE STOPPED THE ACFT SHORT OF THE RWY.
