Narrative:

On climb out of miami, scattered buildups all quadrants, asked ATC for deviation approximately 20 mi prior to buildup. Asked ATC for deviation left of course, was told to change frequency and ask on next frequency. Tried contact with ATC, would not return call (much chatter). Could not wait any longer, and took a 20 degree left deviation for WX. When ATC finally responded, we were asked to wait, which was impossible to do and had already started the turn. The reason they asked to wait was they had inbound traffic in the descent (it was not conflicting or serious at the immediate time). Nothing was said and we continued our climb without any further incident.

Title: A B737 FLT CREW DEVIATES FOR WX BUT IS UNABLE TO TELL MIA DEP DUE TO RADIO CONGESTION.

Narrative: ON CLB OUT OF MIAMI, SCATTERED BUILDUPS ALL QUADRANTS, ASKED ATC FOR DEV APPROX 20 MI PRIOR TO BUILDUP. ASKED ATC FOR DEV L OF COURSE, WAS TOLD TO CHANGE FREQ AND ASK ON NEXT FREQ. TRIED CONTACT WITH ATC, WOULD NOT RETURN CALL (MUCH CHATTER). COULD NOT WAIT ANY LONGER, AND TOOK A 20 DEG L DEV FOR WX. WHEN ATC FINALLY RESPONDED, WE WERE ASKED TO WAIT, WHICH WAS IMPOSSIBLE TO DO AND HAD ALREADY STARTED THE TURN. THE REASON THEY ASKED TO WAIT WAS THEY HAD INBOUND TFC IN THE DSCNT (IT WAS NOT CONFLICTING OR SERIOUS AT THE IMMEDIATE TIME). NOTHING WAS SAID AND WE CONTINUED OUR CLB WITHOUT ANY FURTHER INCIDENT.
