Narrative:

All aircraft are on IFR. Crj, 10 mi northeast of irw at 6000 ft sbound, vectored to downwind. PA28 7000 ft sbound 10 mi north irw sbound. HS25 off okc northbound climbing to 5000 ft, cleared to 1500 ft on initial contact because procedure for final has control for descent on contact. I consider this procedure to be unsafe. Final should not descend on contact, but rather when the aircraft enters their airspace.
