Narrative:

I was the PF on flight from msp to rap. About 50 mins from landing, I briefed the VOR runway 14 approach with my first officer. We had programmed the approach in the mcdu's and manually tuned it on both VOR's for raw data. We requested and were cleared for the 16 DME arc and VOR runway 14 approach from approach control. I asked for gear down and flaps 3 degrees as we approached the inbound course at 16 DME. The first officer reported established on course and approach control instructed us to contact rap tower. I used vertical speed to descend to the next altitude (4800 ft MSL). The first officer contacted tower and they cleared us to land on runway 14. We broke out of the overcast at around 5000 ft MSL and saw a runway in front of us that looked like the correct one. I failed to confirm my position using the DME. I continued my descent, called for flaps full and landing check and mistakenly landed at rca AFB. During my initial approach briefing, I did not notice that rca AFB was directly below the VOR runway 14 approach course on the approach plate. Also, there was no warning or caution on our company 10-7 page about rca AFB being where it was. Supplemental information from acn 621366: not being in rap in a few yrs, I did not recognize the runway being at ellsworth. Seeing the runway in front of us, not looking back into the flight instrument, just focusing on the runway to land. We landed at rca runway 13!

Title: A320 FLT CREW INADVERTENTLY LANDS AT RCA AIR FORCE BASE LOCATED 5 MI FROM RAP, THEIR INTENDED CIVIL ARPT DEST.

SEEING THE RWY IN FRONT OF US, NOT LOOKING BACK INTO THE FLT INST, JUST FOCUSING ON THE RWY TO LAND. WE LANDED AT RCA RWY 13!
