Narrative:

I was on duty as the military operations specialist in ZTL, tmu. It is our responsibility to coordination and release MOA's/actaa's and restr areas in ZTL. I was doing normal opening duties and range control (fort benning, columbus, GA). Called to obtain a release on R-3002 airspace. This is a normal daily occurrence. Normal coordination occurs about 1 hour before the activation time as per the ZTL/fort benning LOA. This morning the range control specialist requested R3002- a/D/east/F/and MOA for activation from XA30 to XG00. I asked him to call back in 1 hour since it was approximately XW05. He stated that he would have activity starting at XX30 and he did not want to forget to call if he got busy. I stated that with an XA00 activation, the airspace would not be protected so he could not use it until then. A discussion proceeded with regard to zulu time versus local and I reminded him that we were zulu +4 hours as X000 not XA00-XQ00. Again this discussion continued with no realization, on his part, that the restr area would not be protected until XA00Z. This area underlies the tiroe STAR in atlanta, GA. Finally I activated the area and advised the stmc (supervisor) of the situation. He had further conversations with the fort benning specialist and agreed he would speak to the appropriate staff office in ZTL about this matter. I believe that since the time change in april/2004, the fort benning specialists have been requesting the wrong time, and using the restr airspace outside the coordination times, thus using it with no ATC protection. The AP1B publication shows that this restr area's times of use changes with our time change. This could present a very dangerous situation to aircraft overflying this area.

Title: ZTL MIL OPS SPECIALIST EXPRESSED CONCERN REGARDING MIL USE OF RESTR AIRSPACE AND POSSIBLE LCL VERSUS ZULU TIME CONFUSION.

Narrative: I WAS ON DUTY AS THE MIL OPS SPECIALIST IN ZTL, TMU. IT IS OUR RESPONSIBILITY TO COORD AND RELEASE MOA'S/ACTAA'S AND RESTR AREAS IN ZTL. A DISCUSSION PROCEEDED WITH REGARD TO ZULU TIME VERSUS LCL AND I REMINDED HIM THAT WE WERE ZULU +4 HRS AS X000 NOT XA00-XQ00. AGAIN THIS DISCUSSION CONTINUED WITH NO REALIZATION, ON HIS PART, THAT THE RESTR AREA WOULD NOT BE PROTECTED UNTIL XA00Z. THIS AREA UNDERLIES THE TIROE STAR IN ATLANTA, GA. FINALLY I ACTIVATED THE AREA AND ADVISED THE STMC (SUPVR) OF THE SIT. HE HAD FURTHER CONVERSATIONS WITH THE FORT BENNING SPECIALIST AND AGREED HE WOULD SPEAK TO THE APPROPRIATE STAFF OFFICE IN ZTL ABOUT THIS MATTER. I BELIEVE THAT SINCE THE TIME CHANGE IN APRIL/2004, THE FORT BENNING SPECIALISTS HAVE BEEN REQUESTING THE WRONG TIME, AND USING THE RESTR AIRSPACE OUTSIDE THE COORD TIMES, THUS USING IT WITH NO ATC PROTECTION. THE AP1B PUB SHOWS THAT THIS RESTR AREA'S TIMES OF USE CHANGES WITH OUR TIME CHANGE. THIS COULD PRESENT A VERY DANGEROUS SIT TO ACFT OVERFLYING THIS AREA.
