Narrative:

I landed at grb in the middle of the night and unloaded my cargo. While I was getting my clearance through ZMP, an airport vehicle pulled onto runway 24 to check lights. I then taxied from the ramp to runway 6 for departure to osh. After a run-up, I made a call on 118.7 (CTAF, tower frequency) that I was departing runway 6 with a right turnout to the south. Somehow the call was not received, and upon reaching rotation speed, I saw the truck approximately 4000 ft down the runway. I made the choice to take off and reached grb FSS, who told me they never received my radio call. Next time I could make a closer check of the runway environment, and doublechk radio frequencys and that the radio is transmitting.

Title: A PA23 CARGO PLT TOOK OFF FROM RWY 6 AT GRB WHILE AN ARPT VEHICLE WAS ON THE RWY.

Narrative: I LANDED AT GRB IN THE MIDDLE OF THE NIGHT AND UNLOADED MY CARGO. WHILE I WAS GETTING MY CLRNC THROUGH ZMP, AN ARPT VEHICLE PULLED ONTO RWY 24 TO CHK LIGHTS. I THEN TAXIED FROM THE RAMP TO RWY 6 FOR DEP TO OSH. AFTER A RUN-UP, I MADE A CALL ON 118.7 (CTAF, TWR FREQ) THAT I WAS DEPARTING RWY 6 WITH A R TURNOUT TO THE S. SOMEHOW THE CALL WAS NOT RECEIVED, AND UPON REACHING ROTATION SPD, I SAW THE TRUCK APPROX 4000 FT DOWN THE RWY. I MADE THE CHOICE TO TAKE OFF AND REACHED GRB FSS, WHO TOLD ME THEY NEVER RECEIVED MY RADIO CALL. NEXT TIME I COULD MAKE A CLOSER CHK OF THE RWY ENVIRONMENT, AND DOUBLECHK RADIO FREQS AND THAT THE RADIO IS XMITTING.
