Narrative:

Aircraft X route of flight was fci.1.sbv..3318/08655. That's it. No destination. I've enclosed the strip. Note the remarks section: full route clearance. Flight strip displays: fci.1.sbv 3318/08655. Please walk through this flight. 1) how did the pilot file? What route? 2) who put it into the computer? 3) who cleared the flight via this route? 4) where does he turn after sbv? 5) where is he landing? What state? 6) when does the pilot need to start down? 7) what procedure will this pilot use if he goes NORDO? 8) what route of flight would a controller issue if we were on darc (no route display) or if we were non-radar? Check the aim 5-1-7. You will find that the pilot did not comply with the procedure. Whoever put the flight plan in didn't do it properly. Whoever cleared him didn't clear him properly. The first center sector didn't fix the flight plan. Nobody did. This is a very common occurrence.
