Narrative:

When I returned from a local flight, the tower advised that potomac radar wanted me to telephone. I locked up the plane and went to the FBO and was given the phone number for potomac radar. After several mins of beep beeps, and no response from a living person, I hung up the phone because I had an appointment. I have absolutely no idea what potomac approach could have wanted. I followed all the rules and regulations for the flight. I filed an ADIZ northbound flight plan with FSS prior to leaving for the airport. My aircraft is a C1 colonial skimmer amphibian. At martin, I was cleared by mtn tower to depart on runway 15 with a left downwind departure for my northerly course to lake eldred. While on the downwind, martin tower advised they were not receiving my assigned squawk. I replied that I would stay in the pattern and land. Tower said something to the effect that I couldn't do that (why I don't know). Then, tower advised that potomac radar was receiving my transponder and to proceed on course as filed -- which I did. After a few mins, I requested a frequency change to potomac. I tried to reach potomac 4 or 5 times to no avail. They were very busy. (Potomac was handling another aircraft with a similar suffix at the same time which might have caused some confusion.) when my GPS showed I had departed the ADIZ, I gave up on potomac. The aircraft just returned from its annual inspection. There had been problems with an oil leak, the retractable landing gear system and the transponder which was rebuilt. I have been flying small aircraft for over 50 yrs and have never had any problems with the machines or ATC, until now.

Title: POSSIBLE DC ADIZ RULES VIOLATION OF A C1 COLONIAL SKIMMER AMPHIBIAN PLT AFTER A DEP FROM MTN, MD.

Narrative: WHEN I RETURNED FROM A LCL FLT, THE TWR ADVISED THAT POTOMAC RADAR WANTED ME TO TELEPHONE. I LOCKED UP THE PLANE AND WENT TO THE FBO AND WAS GIVEN THE PHONE NUMBER FOR POTOMAC RADAR. AFTER SEVERAL MINS OF BEEP BEEPS, AND NO RESPONSE FROM A LIVING PERSON, I HUNG UP THE PHONE BECAUSE I HAD AN APPOINTMENT. I HAVE ABSOLUTELY NO IDEA WHAT POTOMAC APCH COULD HAVE WANTED. I FOLLOWED ALL THE RULES AND REGS FOR THE FLT. I FILED AN ADIZ NBOUND FLT PLAN WITH FSS PRIOR TO LEAVING FOR THE ARPT. MY ACFT IS A C1 COLONIAL SKIMMER AMPHIBIAN. AFTER A FEW MINS, I REQUESTED A FREQ CHANGE TO POTOMAC. I TRIED TO REACH POTOMAC 4 OR 5 TIMES TO NO AVAIL. THEY WERE VERY BUSY. (POTOMAC WAS HANDLING ANOTHER ACFT WITH A SIMILAR SUFFIX AT THE SAME TIME WHICH MIGHT HAVE CAUSED SOME CONFUSION.) WHEN MY GPS SHOWED I HAD DEPARTED THE ADIZ, I GAVE UP ON POTOMAC. THE ACFT JUST RETURNED FROM ITS ANNUAL INSPECTION. THERE HAD BEEN PROBS WITH AN OIL LEAK, THE RETRACTABLE LNDG GEAR SYS AND THE XPONDER WHICH WAS REBUILT. I HAVE BEEN FLYING SMALL ACFT FOR OVER 50 YRS AND HAVE NEVER HAD ANY PROBS WITH THE MACHINES OR ATC, UNTIL NOW.
