Narrative:

A320 landed runway 28R. On rollout, aircraft acknowledged hold short runway 28L. I observed the A320 too fast to stop and told local control. He then told the A320 to cross runway 28L without delay. B737-800 on short final was allowed to continue and land because the A320 crossed very fast. There was no need to have A320 call the tower since 'it worked out.' local control and I assumed the position of the sun would have been 10-20 degrees above the horizon and directly in the eyes of the flight crew.

Title: ARRIVING A320 ON RWY 25R WAS INSTRUCTED TO HOLD SHORT OF RWY 28L WITH A B737 ON SHORT FINAL. A320 CROSSED RWY WITHOUT CLRNC.

Narrative: A320 LANDED RWY 28R. ON ROLLOUT, ACFT ACKNOWLEDGED HOLD SHORT RWY 28L. I OBSERVED THE A320 TOO FAST TO STOP AND TOLD LCL CTL. HE THEN TOLD THE A320 TO CROSS RWY 28L WITHOUT DELAY. B737-800 ON SHORT FINAL WAS ALLOWED TO CONTINUE AND LAND BECAUSE THE A320 CROSSED VERY FAST. THERE WAS NO NEED TO HAVE A320 CALL THE TWR SINCE 'IT WORKED OUT.' LCL CTL AND I ASSUMED THE POS OF THE SUN WOULD HAVE BEEN 10-20 DEGS ABOVE THE HORIZON AND DIRECTLY IN THE EYES OF THE FLT CREW.
