Narrative:

Ewr was using runway 04L for landing and takeoffs (runway 04R closed). Landing traffic was light, but aircraft were lined up for takeoff. We were a heavy -900 (145,000 pounds), flaps 40, autobrake 1, with a 9 KT tailwind. We were cleared to land, touched down 1500 ft from threshold on speed. First officer heard tower clear an aircraft Y jet for takeoff on runway 11. I was decelerating the aircraft, but were too fast for a safe turnoff at taxiway west (last exit before runway 11). Tower said to exit at west when we were passing west. The first officer did not answer tower, but told me someone was taking off on runway 11. I looked left and saw an rj on its takeoff roll and braked hard to stop at the runway 11 hold line. First officer then told tower that we couldn't make west but were holding short of runway 11. Ewr tower never said to hold short of runway 11 nor did they even advise us of crossing departure traffic on short final! If first officer had not advised me of the takeoff traffic, there would have been a collision. Callback conversation with reporter revealed the following information: reporter said after hard braking and stopping at the hold line, the departure aircraft, an E145 aircraft, passed the intersection airborne. He said the local controller then instructed them to taxi via runway 29 to taxiway right and contact ground control. He said there was no mention of the incident by the controllers and he did not make any calls to the tower.

Narrative: EWR WAS USING RWY 04L FOR LNDG AND TKOFS (RWY 04R CLOSED). LNDG TFC WAS LIGHT, BUT ACFT WERE LINED UP FOR TKOF. EWR TWR NEVER SAID TO HOLD SHORT OF RWY 11 NOR DID THEY EVEN ADVISE US OF XING DEP TFC ON SHORT FINAL! IF FO HAD NOT ADVISED ME OF THE TKOF TFC, THERE WOULD HAVE BEEN A COLLISION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID AFTER HARD BRAKING AND STOPPING AT THE HOLD LINE, THE DEP ACFT, AN E145 ACFT, PASSED THE INTXN AIRBORNE. HE SAID THE LCL CTLR THEN INSTRUCTED THEM TO TAXI VIA RWY 29 TO TXWY R AND CONTACT GND CTL. HE SAID THERE WAS NO MENTION OF THE INCIDENT BY THE CTLRS AND HE DID NOT MAKE ANY CALLS TO THE TWR.
