Narrative:

Aircraft X was instructed to cross runway 9L at taxiway K and told to 'hold short' of runway 13. The pilot read back the instructions, including the 'hold short,' but it is unreadable on the tapes what he said following the 'hold short.' as I was busy, I acknowledged the hold short readback. A VFR PA60 was on final landing runway 13. As the PA60 rolled past the taxiway C intersection, aircraft X taxied beyond the hold short threshold. At this point, no separation had been lost since the landing aircraft had cleared the intersection. When asked about taxiing beyond the hold short threshold, aircraft X insisted that he had only been instructed to hold short of C3. The tape recording clearly indicated that aircraft X was instructed to hold short of runway 13.

Title: PBI CTLR RPTS RWY INCURSION WITH G4 DURING TAXI FOR DEP INCIDENT.

Narrative: ACFT X WAS INSTRUCTED TO CROSS RWY 9L AT TXWY K AND TOLD TO 'HOLD SHORT' OF RWY 13. THE PLT READ BACK THE INSTRUCTIONS, INCLUDING THE 'HOLD SHORT,' BUT IT IS UNREADABLE ON THE TAPES WHAT HE SAID FOLLOWING THE 'HOLD SHORT.' AS I WAS BUSY, I ACKNOWLEDGED THE HOLD SHORT READBACK. A VFR PA60 WAS ON FINAL LNDG RWY 13. AS THE PA60 ROLLED PAST THE TXWY C INTXN, ACFT X TAXIED BEYOND THE HOLD SHORT THRESHOLD. AT THIS POINT, NO SEPARATION HAD BEEN LOST SINCE THE LNDG ACFT HAD CLRED THE INTXN. WHEN ASKED ABOUT TAXIING BEYOND THE HOLD SHORT THRESHOLD, ACFT X INSISTED THAT HE HAD ONLY BEEN INSTRUCTED TO HOLD SHORT OF C3. THE TAPE RECORDING CLRLY INDICATED THAT ACFT X WAS INSTRUCTED TO HOLD SHORT OF RWY 13.
