Narrative:

Aircraft X established on the ILS runway 26L. Sct approach control asked to have aircraft X either speed up or start miss procedures for faster aircraft behind, air carrier Y. Aircraft X said, due to fuel concerns, he was unable 'to spin' for the traffic. I immediately cleared aircraft X to land on runway 26L and advised sct that aircraft X was unable the go around, that air carrier Y would have to be broken out. Too often, we as ATC, forget that 7110.65 states aircraft are handled on a first come first served basis. Air carrier Y should have been slowed or turned long before a 12 mi where he was going 170 KTS faster than the PA46 5 mi ahead.

I IMMEDIATELY CLRED ACFT X TO LAND ON RWY 26L AND ADVISED SCT THAT ACFT X WAS UNABLE THE GAR, THAT ACR Y WOULD HAVE TO BE BROKEN OUT. TOO OFTEN, WE AS ATC, FORGET THAT 7110.65 STATES ACFT ARE HANDLED ON A FIRST COME FIRST SERVED BASIS. ACR Y SHOULD HAVE BEEN SLOWED OR TURNED LONG BEFORE A 12 MI WHERE HE WAS GOING 170 KTS FASTER THAN THE PA46 5 MI AHEAD.
