Narrative:

The situation occurred at longview, tx, airport (GGG) when taxiing for takeoff. I was parked with my IFR clearance. I called ground control on 121.6 for taxi instructions and they answered: taxi to runway 17 via txwys H and M. I read back exactly the same: taxi to runway 17 via txwys H and M. In longview airport, taxiway H crosses runways 17 and 13 which according to ATIS were both active. Since no hold short of any taxiway or runway was given, accordingly no hold short instructions were read back. I understood that I could cross both runways. I didn't see any traffic in the area, only a vehicle on runway 13, but it wasn't moving. When crossing runway 17, I saw an aircraft going missed. Since no further instructions from ground control were given I continued taxiing, contacted tower control, I was cleared for takeoff and finished my flight uneventfully.

Narrative: THE SIT OCCURRED AT LONGVIEW, TX, ARPT (GGG) WHEN TAXIING FOR TKOF. I WAS PARKED WITH MY IFR CLRNC. I CALLED GND CTL ON 121.6 FOR TAXI INSTRUCTIONS AND THEY ANSWERED: TAXI TO RWY 17 VIA TXWYS H AND M. I READ BACK EXACTLY THE SAME: TAXI TO RWY 17 VIA TXWYS H AND M. IN LONGVIEW ARPT, TXWY H CROSSES RWYS 17 AND 13 WHICH ACCORDING TO ATIS WERE BOTH ACTIVE. SINCE NO HOLD SHORT OF ANY TXWY OR RWY WAS GIVEN, ACCORDINGLY NO HOLD SHORT INSTRUCTIONS WERE READ BACK. I UNDERSTOOD THAT I COULD CROSS BOTH RWYS. I DIDN'T SEE ANY TFC IN THE AREA, ONLY A VEHICLE ON RWY 13, BUT IT WASN'T MOVING. WHEN XING RWY 17, I SAW AN ACFT GOING MISSED. SINCE NO FURTHER INSTRUCTIONS FROM GND CTL WERE GIVEN I CONTINUED TAXIING, CONTACTED TWR CTL, I WAS CLRED FOR TKOF AND FINISHED MY FLT UNEVENTFULLY.
