Narrative:
A go around at lax occurred due to a runway incursion of a foreign airliner who was instructed to hold short of runway 25R and failed to comply with ATC instructions. That caused our flight to execute a go around. ATC issued a hold short clearance at least twice. A lack of understanding of the english language resulted in the runway incursion.

Title: A SAAB 340 FLT CREW ISSUED A GAR BY LAX TWR DUE TO A FOREIGN ACFT FAILING TO HOLD SHORT OF RWY AT LAX.
Narrative: A GAR AT LAX OCCURRED DUE TO A RWY INCURSION OF A FOREIGN AIRLINER WHO WAS INSTRUCTED TO HOLD SHORT OF RWY 25R AND FAILED TO COMPLY WITH ATC INSTRUCTIONS. THAT CAUSED OUR FLT TO EXECUTE A GAR. ATC ISSUED A HOLD SHORT CLRNC AT LEAST TWICE. A LACK OF UNDERSTANDING OF THE ENGLISH LANGUAGE RESULTED IN THE RWY INCURSION.
