Narrative:

While en route to bos from rdu we received a TCASII RA. We did not have visual with the aircraft and we were IMC. It was my first officer's leg and when we received the RA he immediately disconnected the autoplt and flew the vsi to the green arc which caused us to have to climb at about 1000 FPM and created a total altitude deviation of 900 ft from our assigned altitude of FL220. Bear in mind that we were in cruise flight, established at our assigned altitude for the past 45 mins. The traffic that was a conflict was a citation on J209 out of teterboro heading south on J209. The RA took place at 55 mi on the 220 degree radial from jfk on J209 heading north. According to the TCASII the aircraft flew directly under us in a climb, and we were unable to assess the climb rate. We commenced the TCASII RA procedure in accordance with aom and I immediately informed ATC of the conflict and that we were deviating from our assigned cruise altitude. He acknowledged. The ZDC frequency was 125.32. I called and asked what was up with that situation and he said he just had a shift change and would look into that.

Title: EMJ AT FL220 EXPERIENCED TCASII RA WITH CLBING LEARJET IN ZNY AIRSPACE.

Narrative: WHILE ENRTE TO BOS FROM RDU WE RECEIVED A TCASII RA. WE DID NOT HAVE VISUAL WITH THE ACFT AND WE WERE IMC. THE RA TOOK PLACE AT 55 MI ON THE 220 DEG RADIAL FROM JFK ON J209 HDG N. ACCORDING TO THE TCASII THE ACFT FLEW DIRECTLY UNDER US IN A CLB, AND WE WERE UNABLE TO ASSESS THE CLB RATE.
