Narrative:

Rno has poor radar coverage in the reno area. Gliders and hang gliders are not required to have a transponder or communicate with approach control. During this incident, primary targets were seen west of the rno-local control south course. B737 reported 2 hang gliders and he was turning. I saw the target only after the B737 turned. Again, due to the poor radar performance, I urge all pilots to use caution in the reno area.
