Narrative:
Air carrier X was en route from iah to aus. Air carrier X was issued descent clearance to 17000 ft to stay 1000 ft above an en route DH8. Air carrier X read back 'discretion to eleven' and readback error was not heard. Air carrier X descended through the altitude of the DH8 and the conflict alert activated.

Narrative: ACR X WAS ENRTE FROM IAH TO AUS. ACR X WAS ISSUED DSCNT CLRNC TO 17000 FT TO STAY 1000 FT ABOVE AN ENRTE DH8. ACR X READ BACK 'DISCRETION TO ELEVEN' AND READBACK ERROR WAS NOT HEARD. ACR X DSNDED THROUGH THE ALT OF THE DH8 AND THE CONFLICT ALERT ACTIVATED.
