Narrative:

We briefed the approach approximately 25 mi from the airport when ATC assigned the runway. The first officer failed to point out the mandatory crossing restr at dandy intersection, and as I reviewed the approach plate, I also overlooked it. ATC cleared us for ILS runway 6 approach from approximately 4 mi southwest of vings at 2000 ft. I armed the approach mode and let the autoplt fly the localizer and GS, causing the missed mandatory crossing at dandy. ATC advised us of the problem shortly after we crossed dandy. Contributing to the problem is the extended low altitude flying while approaching teb. We were 75 mi from teb at 4000 ft. It was turbulence, MVFR, with a tremendous amount of VFR traffic in the area. Most of our time was spent looking for traffic, and due to the VFR landing conditions, not as much emphasis was placed on the instrument approach. Also, the controllers usually state 'cross vings at 2000 ft dandy at 1500 ft cleared ILS runway 6.' though not required, this statement would have prevented the altitude deviation. More crew attention should be given to the approach briefing even in VFR conditions.

Title: A C560 FLT CREW FAIL TO MEET A XING RESTR ON AN APCH INTO TEB.

Narrative: WE BRIEFED THE APCH APPROX 25 MI FROM THE ARPT WHEN ATC ASSIGNED THE RWY. THE FO FAILED TO POINT OUT THE MANDATORY XING RESTR AT DANDY INTXN, AND AS I REVIEWED THE APCH PLATE, I ALSO OVERLOOKED IT. ATC CLRED US FOR ILS RWY 6 APCH FROM APPROX 4 MI SW OF VINGS AT 2000 FT. I ARMED THE APCH MODE AND LET THE AUTOPLT FLY THE LOC AND GS, CAUSING THE MISSED MANDATORY XING AT DANDY. ATC ADVISED US OF THE PROB SHORTLY AFTER WE CROSSED DANDY. CONTRIBUTING TO THE PROB IS THE EXTENDED LOW ALT FLYING WHILE APCHING TEB. WE WERE 75 MI FROM TEB AT 4000 FT. IT WAS TURB, MVFR, WITH A TREMENDOUS AMOUNT OF VFR TFC IN THE AREA. MOST OF OUR TIME WAS SPENT LOOKING FOR TFC, AND DUE TO THE VFR LNDG CONDITIONS, NOT AS MUCH EMPHASIS WAS PLACED ON THE INST APCH. ALSO, THE CTLRS USUALLY STATE 'CROSS VINGS AT 2000 FT DANDY AT 1500 FT CLRED ILS RWY 6.' THOUGH NOT REQUIRED, THIS STATEMENT WOULD HAVE PREVENTED THE ALTDEV. MORE CREW ATTN SHOULD BE GIVEN TO THE APCH BRIEFING EVEN IN VFR CONDITIONS.
