Narrative:
Giving instruction 5 mi southeast of ril at 9000 ft, king air called in from southeast and I made a blind report (position and altitude, conducting air work). Later, king air pilot advised that we missed by 200 ft. I never saw the aircraft. We were on 122.8. My question is: how a pilot with TCASII aboard would let a situation deteriorate to 200 ft?

Title: C172 INSTRUCTOR PLT AND STUDENT HAD AN NMAC WITH A KING AIR AT 9000 FT, 5 MI SE OF RIL.
Narrative: GIVING INSTRUCTION 5 MI SE OF RIL AT 9000 FT, KING AIR CALLED IN FROM SE AND I MADE A BLIND RPT (POS AND ALT, CONDUCTING AIR WORK). LATER, KING AIR PLT ADVISED THAT WE MISSED BY 200 FT. I NEVER SAW THE ACFT. WE WERE ON 122.8. MY QUESTION IS: HOW A PLT WITH TCASII ABOARD WOULD LET A SIT DETERIORATE TO 200 FT?
