Narrative:
I was cleared for visual approach to runway 20 by mizzu approach and told to contact cou tower. Tower told me to report a 2 mi final. About the time I was at the 2 mi point, the tower got into a lengthy discussion with an airport ground vehicle (grass mower) as to where he was to cut and not cut, etc. When I was able to use radio, I asked if I was 'cleared to land.' at that time, I saw a cessna above and to my left. Tower instructed the cessna to turn 'right now,' which put the cessna cutting across my path. I dove and turned left. Tower asked why I did not report a 2 mi final. My response -- 'you were talking to lawn mower.' I landed without further incident. 1) the tower was operating ground control and tower on same frequency, which took up time I could have made the report. 2) I had my in-flight 'rec' lights and landing lights on at the time of incident. Had the controller been watching, he could have seen me before this happened. I think he was more concerned about the lawn mower than controling traffic.

Title: ON VISUAL APCH TO COU, MO, GA PLT EXPERIENCED A CONFLICT AFTER ATC DIRECTED TFC TO TURN IN FRONT OF ACFT ON FINAL.
Narrative: I WAS CLRED FOR VISUAL APCH TO RWY 20 BY MIZZU APCH AND TOLD TO CONTACT COU TWR. TWR TOLD ME TO RPT A 2 MI FINAL. ABOUT THE TIME I WAS AT THE 2 MI POINT, THE TWR GOT INTO A LENGTHY DISCUSSION WITH AN ARPT GND VEHICLE (GRASS MOWER) AS TO WHERE HE WAS TO CUT AND NOT CUT, ETC. WHEN I WAS ABLE TO USE RADIO, I ASKED IF I WAS 'CLRED TO LAND.' AT THAT TIME, I SAW A CESSNA ABOVE AND TO MY L. TWR INSTRUCTED THE CESSNA TO TURN 'RIGHT NOW,' WHICH PUT THE CESSNA CUTTING ACROSS MY PATH. I DOVE AND TURNED L. TWR ASKED WHY I DID NOT RPT A 2 MI FINAL. MY RESPONSE -- 'YOU WERE TALKING TO LAWN MOWER.' I LANDED WITHOUT FURTHER INCIDENT. 1) THE TWR WAS OPERATING GND CTL AND TWR ON SAME FREQ, WHICH TOOK UP TIME I COULD HAVE MADE THE RPT. 2) I HAD MY INFLT 'REC' LIGHTS AND LNDG LIGHTS ON AT THE TIME OF INCIDENT. HAD THE CTLR BEEN WATCHING, HE COULD HAVE SEEN ME BEFORE THIS HAPPENED. I THINK HE WAS MORE CONCERNED ABOUT THE LAWN MOWER THAN CTLING TFC.
