Narrative:

We were cleared for the 'ILS runway 6, circle to land runway 01.' it was VMC and we had intercepted and tracked inbound on the approach at 1500 ft. We had both runway 6 and runway 1 in sight. About 3 NM outside torby OM, I made a radio call that we were inbound to land runway 01, to tower, as we had been handed off by ny approach. Teb tower advised 'report left base runway 1.' we replied accordingly. About 1 NM outside torby, we made our circle maneuver to a base leg for runway 1 and advised tower. They responded that we 'need to continue all the way to torby before turning base.' so we rejoined the course quickly and then made our visual circle right after torby. My concern is that there needs to be a note on the ILS runway 6 approach plate if, during VMC approachs, a critical ground track is required. I understand that if it were IMC conditions, I would have been at published minimums and been sure to stay close to the airport per (terminal instrument procedures) circling guidelines. As we were effectively planning to conduct a VMC circle, we briefed a normal 1500 ft pattern that prompted us to turn where we did. In effect, a note would help. Or, a night visual procedure would also help. In addition, I have learned that even when VMC and very close to the airport, until a visual approach is issued, it is always best to consider tight IFR ground tracks mandatory even if it doesn't appear to be obvious due to airspace or noise abatement.

Title: HDG TRACK DEVIATION WHEN A WW24 FLT CREW TURNS AN EARLY BASE FOR A NIGHT OP VISUAL APCH TO RWY 01 AFTER AN ILS APCH TO RWY 06 AT TEB, NJ.

IN ADDITION, I HAVE LEARNED THAT EVEN WHEN VMC AND VERY CLOSE TO THE ARPT, UNTIL A VISUAL APCH IS ISSUED, IT IS ALWAYS BEST TO CONSIDER TIGHT IFR GND TRACKS MANDATORY EVEN IF IT DOESN'T APPEAR TO BE OBVIOUS DUE TO AIRSPACE OR NOISE ABATEMENT.
