Narrative:

B757 checked in for runway 28R, visual approach. Tower changed runway assignment to runway 28L and cleared aircraft to land. Lear was put into position runway 28R, intersection east (midfield) after preceding arrival rolled through. When tower cleared the lear for takeoff, he noticed B757 on short final runway 28R and sent traffic around. This situation should have been observed by the B757 cockpit crew. It was not obvious to tower.

Title: SFO CTLR INITIATES GAR FOR B757 ACFT LINED UP ON WRONG RWY.

Narrative: B757 CHKED IN FOR RWY 28R, VISUAL APCH. TWR CHANGED RWY ASSIGNMENT TO RWY 28L AND CLRED ACFT TO LAND. LEAR WAS PUT INTO POS RWY 28R, INTXN E (MIDFIELD) AFTER PRECEDING ARR ROLLED THROUGH. WHEN TWR CLRED THE LEAR FOR TKOF, HE NOTICED B757 ON SHORT FINAL RWY 28R AND SENT TFC AROUND. THIS SIT SHOULD HAVE BEEN OBSERVED BY THE B757 COCKPIT CREW. IT WAS NOT OBVIOUS TO TWR.
