Narrative:

While operating air carrier en route to ptkk, first officer, obtained WX from local facility. Person reporting WX was not able to be understood. Radio equipment poor and english language skills poor. Radio receiver unreliable when approaching from west. WX reports may not be received until within 20 NM from airport. WX reports are usually generated 10 mins before the hour and WX received after issuance do not reflect real time conditions.

Narrative: WHILE OPERATING ACR ENRTE TO PTKK, FO, OBTAINED WX FROM LCL FACILITY. PERSON RPTING WX WAS NOT ABLE TO BE UNDERSTOOD. RADIO EQUIP POOR AND ENGLISH LANGUAGE SKILLS POOR. RADIO RECEIVER UNRELIABLE WHEN APCHING FROM W. WX RPTS MAY NOT BE RECEIVED UNTIL WITHIN 20 NM FROM ARPT. WX RPTS ARE USUALLY GENERATED 10 MINS BEFORE THE HR AND WX RECEIVED AFTER ISSUANCE DO NOT REFLECT REAL TIME CONDITIONS.
