While operating air carrier en route to ptkk, first officer, obtained WX from local facility. Person reporting WX was not able to be understood. Radio equipment poor and english language skills poor. Radio receiver unreliable when approaching from west. WX reports may not be received until within 20 NM from airport. WX reports are usually generated 10 mins before the hour and WX received after issuance do not reflect real time conditions.
