Narrative:

Approach assigned us runway 8 for landing. On base, we were turned to 120 degrees and cleared for visual runway 7R. We reprogrammed the FMC, landing data, etc, for runway 7R. As we rolled level for final for runway 7R, we got an RA just after seeing an air carrier jet at our 9:30 O'clock position on final for runway 7L. We slowed for landing and the air carrier jet passed us on our left. At no time were we issued traffic to follow or watch. The air carrier jet came out of nowhere. I do not believe it was legal to have aircraft fly wingtip approachs to runway 7R&left in phx and I believe air carrier was supposed to keep us in sight and not pass us. We landed without incident. Contributing factor: ATC had just closed the north runway.

AT NO TIME WERE WE ISSUED TFC TO FOLLOW OR WATCH. THE ACR JET CAME OUT OF NOWHERE. I DO NOT BELIEVE IT WAS LEGAL TO HAVE ACFT FLY WINGTIP APCHS TO RWY 7R&L IN PHX AND I BELIEVE ACR WAS SUPPOSED TO KEEP US IN SIGHT AND NOT PASS US. WE LANDED WITHOUT INCIDENT. CONTRIBUTING FACTOR: ATC HAD JUST CLOSED THE N RWY.
