Narrative:
Wichita airport authority/authorized placed barricades east of the hold short lines. The taxiway has been scored (chopped up) due to construction. Vehicles were seen operating between the barricades and hold short line. I wasecond officerr it was my opinion this was an unsafe situation. For one reason, there is no information on the ATIS except for the taxiway being closed (no information about the barricades in the safety area).

Title: LCL CTLR COMPLAINS OF RWY INCURSIONS ON RWY 1R AT TXWY B1 CREATED BY VEHICLES OPERATING PAST THE HOLD SHORT LINE NEAR A BARRIER AT THE TXWY ENTRANCE AT ICT, KS.
Narrative: WICHITA ARPT AUTH PLACED BARRICADES E OF THE HOLD SHORT LINES. THE TXWY HAS BEEN SCORED (CHOPPED UP) DUE TO CONSTRUCTION. VEHICLES WERE SEEN OPERATING BTWN THE BARRICADES AND HOLD SHORT LINE. I WAS/OR IT WAS MY OPINION THIS WAS AN UNSAFE SIT. FOR ONE REASON, THERE IS NO INFO ON THE ATIS EXCEPT FOR THE TXWY BEING CLOSED (NO INFO ABOUT THE BARRICADES IN THE SAFETY AREA).
