Narrative:

The runway lights at kblm are not being operated in accordance with the published charts. We were flying into kblm at night. Prior to takeoff we had briefed the approach into kblm and reviewed the plates for airport lighting. The airport diagram indicates runway lights on until 2400L and by prior arrangements after that. Our company had contacted the airport operator to confirm our arrival and arrange for services. We requested the GPS 14 to kblm, under mcquire approach control. No lights were in sight 5 miles out. We told mcquire we didn't have the runway lights. Mcquire contacted the airport operator as we went missed approach. Mcquire said the airport lights were being turned on and we returned for a second approach. This time we saw the airport and runway lights. As we got closer on final we saw that the runway edge lights and departure end lights (red) were on, but the approach end lights (green) were not. In the flare we realized that some of the edge lights adjacent to the approach end lights were also not on. Talking to the line person on duty we found out that the runway lights are operated by at least two different switches in separate locations. This is an accident waiting to happen. At a minimum the airport charts need to be corrected to reflect that airport lights are not on until 2400L. Serious consideration needs to be given to making this a day only airport, unless the lighting is made pilot controlled or some other method is set up to ensure runway lights are available.

Title: A CE750 FLT CREW HAVE TO GO MISSED DUE TO NO ARPT LIGHTS THAT ARE CHARTED TO BE ON.

Narrative: THE RWY LIGHTS AT KBLM ARE NOT BEING OPERATED IN ACCORDANCE WITH THE PUBLISHED CHARTS. WE WERE FLYING INTO KBLM AT NIGHT. WE TOLD MCQUIRE WE DIDN'T HAVE THE RWY LIGHTS. MCQUIRE CONTACTED THE ARPT OPERATOR AS WE WENT MISSED APCH. MCQUIRE SAID THE ARPT LIGHTS WERE BEING TURNED ON AND WE RETURNED FOR A SECOND APCH. THIS TIME WE SAW THE ARPT AND RWY LIGHTS. AS WE GOT CLOSER ON FINAL WE SAW THAT THE RWY EDGE LIGHTS AND DEP END LIGHTS (RED) WERE ON, BUT THE APCH END LIGHTS (GREEN) WERE NOT. SERIOUS CONSIDERATION NEEDS TO BE GIVEN TO MAKING THIS A DAY ONLY ARPT, UNLESS THE LIGHTING IS MADE PLT CONTROLLED OR SOME OTHER METHOD IS SET UP TO ENSURE RWY LIGHTS ARE AVAILABLE.
