Narrative:

After takeoff on runway 26L and gear up call, lost the first officer map display unit and left gen fail alert. Then smelled electrical smoke and flight attendant's saw smoke. Elected to declare an emergency and returned to land on runway 9R. Evacuated on runway due to electrical smoke and fumes of unknown origin. Callback conversation with reporter revealed the following information: the reporter stated at about 200 ft on takeoff climb the first officer map display unit went blank with the left generator fail warning. The reporter said immediately after we experienced a complete electrical power failure with all display units blank and communications lost with tower. The reporter stated approximately 5 seconds later, emergency power was restored and an emergency was declared. The reporter said by this time a cabin attendant was banging on the cockpit door reporting smoke and fumes in the passenger cabin and was now present in the cockpit. The reporter stated on short final the aft cabin attendant reported the aft passenger cabin filling with smoke and fumes so the reporter made the decision to evacuate the airplane on the runway. The reporter said in the evacuation, one passenger incurred a minor knee injury. The reporter stated the cause of the loss of electrical power, smoke and fumes in the passenger cabin and cockpit was a solid state electrical power switching unit (tcdu). The reporter said maintenance found the unit completely burned up. The reporter stated the tcdu unit is located in the forward electrical and electronics compartment. The reporter stated this is the third known failure of this unit.

Title: A B717-200 ON TKOF CLB AT 200 FT DECLARED AN EMER AND DIVERTED DUE TO LOSS OF ELECTRICAL POWER, SMOKE, AND FUMES IN CABIN AND COCKPIT. ACFT EVACUATED ON RWY.

Narrative: AFTER TKOF ON RWY 26L AND GEAR UP CALL, LOST THE FO MAP DISPLAY UNIT AND L GEN FAIL ALERT. THEN SMELLED ELECTRICAL SMOKE AND FA'S SAW SMOKE. ELECTED TO DECLARE AN EMER AND RETURNED TO LAND ON RWY 9R. EVACUATED ON RWY DUE TO ELECTRICAL SMOKE AND FUMES OF UNKNOWN ORIGIN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED AT ABOUT 200 FT ON TKOF CLB THE FO MAP DISPLAY UNIT WENT BLANK WITH THE L GENERATOR FAIL WARNING. THE RPTR SAID IMMEDIATELY AFTER WE EXPERIENCED A COMPLETE ELECTRICAL POWER FAILURE WITH ALL DISPLAY UNITS BLANK AND COMS LOST WITH TWR. THE RPTR STATED APPROX 5 SECONDS LATER, EMER POWER WAS RESTORED AND AN EMER WAS DECLARED. THE RPTR SAID BY THIS TIME A CABIN ATTENDANT WAS BANGING ON THE COCKPIT DOOR RPTING SMOKE AND FUMES IN THE PAX CABIN AND WAS NOW PRESENT IN THE COCKPIT. THE RPTR STATED ON SHORT FINAL THE AFT CABIN ATTENDANT RPTED THE AFT PAX CABIN FILLING WITH SMOKE AND FUMES SO THE RPTR MADE THE DECISION TO EVACUATE THE AIRPLANE ON THE RWY. THE RPTR SAID IN THE EVACUATION, ONE PAX INCURRED A MINOR KNEE INJURY. THE RPTR STATED THE CAUSE OF THE LOSS OF ELECTRICAL POWER, SMOKE AND FUMES IN THE PAX CABIN AND COCKPIT WAS A SOLID STATE ELECTRICAL POWER SWITCHING UNIT (TCDU). THE RPTR SAID MAINT FOUND THE UNIT COMPLETELY BURNED UP. THE RPTR STATED THE TCDU UNIT IS LOCATED IN THE FORWARD ELECTRICAL AND ELECTRONICS COMPARTMENT. THE RPTR STATED THIS IS THE THIRD KNOWN FAILURE OF THIS UNIT.
