Passenger failed to comply with crew's request to turn off cell phone. Only after 3 verbal requests she lost signal, did she disconnect and then after I walked away she bent over between seats, turned phone on again, and began talking, then was told 4TH time. Finally complied, then tried to intimidate crew with facial gestures and requests for names. Summary: 1) announcement made. 2) 3 verbal requests made. 3) 4 verbal requests made. The captain requested supervisor meet flight in bos. No one met flight. Passenger left. Met supervisor in office. They were planning on meeting flight. The passenger was given a passenger in-flight disturbance form, and asked if she understood it. She replied 'yes.'
