Narrative:

After listening to the ATIS, calling ground requesting to fly in the pattern to practice lndgs, and completing a run-up at mtn airport, I was cleared to fly in the pattern, left traffic. I had been having trouble with one of my instruments during taxi. After climbing out and turning downwind, I was asked if my transponder was on, at which time I replied 'it is now squawking XXXX.' upon landing, I was given a phone number to call -- potomac approach. I have been informed I violated the ADIZ and will probably end up with a violation on my record for 5 yrs and a suspension for 30-60 days. What would be helpful/productive: a warning and some sort of remedial training. An internet class (from an aviation org or the FAA) on airspace and particularly the airspace around martin. More and more flying -- not flying could be the cause of problems. If the tower had just told potomac he had one in the pattern and been done with it.

Title: PLT OF M20P TAKES OFF FROM MTN WITHIN THE DC ADIZ WITHOUT SQUAWKING THE APPROPRIATE DISCRETE CODE.

Narrative: AFTER LISTENING TO THE ATIS, CALLING GND REQUESTING TO FLY IN THE PATTERN TO PRACTICE LNDGS, AND COMPLETING A RUN-UP AT MTN ARPT, I WAS CLRED TO FLY IN THE PATTERN, L TFC. I HAD BEEN HAVING TROUBLE WITH ONE OF MY INSTS DURING TAXI. AFTER CLBING OUT AND TURNING DOWNWIND, I WAS ASKED IF MY XPONDER WAS ON, AT WHICH TIME I REPLIED 'IT IS NOW SQUAWKING XXXX.' UPON LNDG, I WAS GIVEN A PHONE NUMBER TO CALL -- POTOMAC APCH. I HAVE BEEN INFORMED I VIOLATED THE ADIZ AND WILL PROBABLY END UP WITH A VIOLATION ON MY RECORD FOR 5 YRS AND A SUSPENSION FOR 30-60 DAYS. WHAT WOULD BE HELPFUL/PRODUCTIVE: A WARNING AND SOME SORT OF REMEDIAL TRAINING. AN INTERNET CLASS (FROM AN AVIATION ORG OR THE FAA) ON AIRSPACE AND PARTICULARLY THE AIRSPACE AROUND MARTIN. MORE AND MORE FLYING -- NOT FLYING COULD BE THE CAUSE OF PROBS. IF THE TWR HAD JUST TOLD POTOMAC HE HAD ONE IN THE PATTERN AND BEEN DONE WITH IT.
