About XA00, santa maria control center (acc) advised us that they experienced total system failure. It seems they have no backup capacity. We were unable to get approval for flts to enter their airspace for 3+ hours. We were passing the information to the acc's beyond lpaz. It is not feasible to rerte or hold at the middle of the atlantic ocean. We were advised by our supervisor and santa maria to keep aircraft coming, despite lack of approvals or acknowledgement of receipt of flight data. To my knowledge, we did not lose separation with any aircraft.

Title: ZNY CTLR IS CONCERNED WITH POSSIBLE AIRSPACE VIOLATION DURING EQUIP FAILURE(S) WHEN DIRECTED BY HIS SUPVR TO AUTH ENTRY INTO LPPO AIRSPACE.

Narrative: ABOUT XA00, SANTA MARIA CTL CTR (ACC) ADVISED US THAT THEY EXPERIENCED TOTAL SYS FAILURE. IT SEEMS THEY HAVE NO BACKUP CAPACITY. WE WERE UNABLE TO GET APPROVAL FOR FLTS TO ENTER THEIR AIRSPACE FOR 3+ HRS. WE WERE PASSING THE INFO TO THE ACC'S BEYOND LPAZ. IT IS NOT FEASIBLE TO RERTE OR HOLD AT THE MIDDLE OF THE ATLANTIC OCEAN. WE WERE ADVISED BY OUR SUPVR AND SANTA MARIA TO KEEP ACFT COMING, DESPITE LACK OF APPROVALS OR ACKNOWLEDGEMENT OF RECEIPT OF FLT DATA. TO MY KNOWLEDGE, WE DID NOT LOSE SEPARATION WITH ANY ACFT.
