Narrative:

First officer called for taxi clearance to runway 31. ATC issued instructions to hold short of the ILS approach line instead of the runway hold short line. Captain did not hear that restr and taxied to the runway hold short line. First officer was distraction while doing taxi checklist and did not notice we were passing approach line until well past the line. At no time did we actually enter the runway. Supplemental information from acn 610661: as we approached the hold line, the aircraft was slowing so I reached over to switch to tower frequency and to put the departure frequency into the #1 radio. When I looked up, we had passed the hold line and were approaching the L8 taxiway. I reminded the captain and told him to stop just in time to hear the tower tell the approaching aircraft to go around. The tower never said anything to us nor did the departure controller after the incident.

CAPT DID NOT HEAR THAT RESTR AND TAXIED TO THE RWY HOLD SHORT LINE. FO WAS DISTR WHILE DOING TAXI CHKLIST AND DID NOT NOTICE WE WERE PASSING APCH LINE UNTIL WELL PAST THE LINE. AT NO TIME DID WE ACTUALLY ENTER THE RWY. SUPPLEMENTAL INFO FROM ACN 610661: AS WE APCHED THE HOLD LINE, THE ACFT WAS SLOWING SO I REACHED OVER TO SWITCH TO TWR FREQ AND TO PUT THE DEP FREQ INTO THE #1 RADIO. WHEN I LOOKED UP, WE HAD PASSED THE HOLD LINE AND WERE APCHING THE L8 TXWY. I REMINDED THE CAPT AND TOLD HIM TO STOP JUST IN TIME TO HEAR THE TWR TELL THE APCHING ACFT TO GO AROUND. THE TWR NEVER SAID ANYTHING TO US NOR DID THE DEP CTLR AFTER THE INCIDENT.
