Narrative:

Asked operations to insure contract handlers had 2 guidemen at this dogleg gate. Contractor's ramp response was 'we're in bankruptcy...tell the captain he'll get what he gets.' they grudgingly supplied 2 guidemen. Initial guideman used improper signals, started out without wands, stood where he had no view of the wingtips, and turned us onto lead-in line late. We spoke with the contractor ramp supervisor and voiced our serious concerns. He advised he would debrief ground crew. This is a recurring problem in toronto. Our company operations advised that they could do nothing about it. These real safety issues should be taken up with the controller at the highest level.

Title: RPTR ADVISES THAT ACR CONTRACTED TO PROVIDE GND HANDLING AT A FOREIGN ARPT FAILS TO MEET OPERATIONAL STANDARDS OF HIS CARRIER.

Narrative: ASKED OPS TO INSURE CONTRACT HANDLERS HAD 2 GUIDEMEN AT THIS DOGLEG GATE. CONTRACTOR'S RAMP RESPONSE WAS 'WE'RE IN BANKRUPTCY...TELL THE CAPT HE'LL GET WHAT HE GETS.' THEY GRUDGINGLY SUPPLIED 2 GUIDEMEN. INITIAL GUIDEMAN USED IMPROPER SIGNALS, STARTED OUT WITHOUT WANDS, STOOD WHERE HE HAD NO VIEW OF THE WINGTIPS, AND TURNED US ONTO LEAD-IN LINE LATE. WE SPOKE WITH THE CONTRACTOR RAMP SUPVR AND VOICED OUR SERIOUS CONCERNS. HE ADVISED HE WOULD DEBRIEF GND CREW. THIS IS A RECURRING PROB IN TORONTO. OUR COMPANY OPS ADVISED THAT THEY COULD DO NOTHING ABOUT IT. THESE REAL SAFETY ISSUES SHOULD BE TAKEN UP WITH THE CTLR AT THE HIGHEST LEVEL.
